Kcpe results 2011

Christine Muthoni of Tender Care Junior Academy School in Komarock Estate and Martin Irungu of Moi Educational Center in Nairobi West are the 2011 Kenya Certificate of Primary Education (KCPE) examination’s top candidates.
Both tied at 442 marks in a year which saw irregularities increase, compared to preceding years.
Speaking while releasing the 26th KCPE results, Education Minister Sam Ongeri pointed out that their score was the best in the past three years, with top candidates in each county scoring over 400 marks.
“Candidates’ performance in 2011 KCPE examinations remained almost at the same level as that of 2010. However, when compared to the quality of scores in 2011, there were 5,806 candidates representing 0.7 percent who scored over 400 marks,” he stated.
Other top national candidates included Herbert Karanja who emerged third with 441 marks, Tito Yak in fourth with 440 and Diana Adhiambo with the fifth highest score of 439 marks.


The 2011 KCPE exams, however, were not exempt from indiscretions which Ongeri said made a noticeable shift to collusion involving students, teachers and other third parties.
He decried an incident that involved a District Education Officer and a headmaster who tried to bribe a supervisor to cover up cheating but when she refused, threatened her with death.
“It is even discouraging that in this past examination, in one region, a District Education Officer and a headmaster tried to bribe a supervisor not to report collusion and when she refused, she was threatened with death and had to leave that region immediately. I do not think such an officer ought to be in the service of this country,” he stated.
Ongeri further disclosed candidates devised new ways to cheat with some even writing answers on sandals and shirts worn to exam rooms.
“We thought that the sandals would be an apparel to prevent them from contracting any infectious diseases while they were walking on contaminated soil but I am afraid to say that this is one of the ingenious ways of colluding where the sandal is riddled with answers,” he said.
Ongeri warned that the ministry would take stern action against such individuals and urged all regions and counties to assist in the effort to eliminate the vice he deemed as ruining children’s futures.
The boys dominated in the top tier of candidates, nationally, with nine of the 14 candidates being male and majority of the counties’ having 50 to 80 percent of their top 10 candidates as male.
The Education Minister did acknowledge that Kenya had achieved near gender parity, with the gender ratio during the 2011 KCPE examination period standing at 51.6 percent in favour of boys and the remaining 48.4 percent comprising girls.
At least 29 of the 47 counties posted near gender parity for this year, while just four that included Nyandarua, Embu, Nairobi and Vihiga had more girls sitting the KCPE examination.
Still, the issue of the imbalanced gender ratio was evident especially when it came to the county level with 14 counties heavily skewed to male candidates such as Garissa registering 71 percent boys closely followed by Mandera at 70 percent.
The best performing counties were led by Kirinyaga, followed by Nandi, Makueni, Uasin Gishu and Busia, while the bottom five included Kilifi, Lamu, Taita-Taveta, Kwale and Tana River as the worst performing counties.
A total of 776,214 students took part in this year’s KCPE exams, with 1,299 South Sudanese candidates participating.
This year’s results also had some firsts with score outcomes being analysed on the county level that came into effect after the promulgation on the new Constitution last year.
Candidates were also able to register online, with 70 percent participating in the pilot project, which Kenya National Examinations Council (KNEC) Chief Executive Paul Wasanga said would be rolled out fully in 2012.
Another change expected in 2012 is the extension of the first and second terms with 16 and 15 weeks respectively and the third term with eight weeks.
“This will make the holidays for the first and second terms shorter and there will be an examination period from 19th October when all schools will be closed. The circular to this effect will be released in January 2012,” Ongeri noted.

Prof Sam Ongeri officially released KCPE results 2010 at Kenya National Examination Council offices at Mitihani House, Nairobi December 28 2010. With boys taking majority slot in the top positions, this year yet again saw private schools top public institutions bringing to question the Free Primary Education program.


Central Province’s Ngatia Linus Muchiri and Rift Valley’s Metto Collins Kiprop jointly scooped the top position at the 2010 KCPE examinations with 434 out of 500 marks. Matindi Eleanor Karungari was this year’s First Lady and followed the two closely with 433 marks.The other top candidates were: Ochieng Rabin (433), Patrick Mumo (432), Winnie Gatiria (432), Oprah Omeka (432), Michael Maina (431), Faith Kwamboka (431), Navy Silas (431), Wilbur Omae (431). However, in Nairobi girls emerged tops taking 55 out of the 100 candidates in the province.

20,000 pupils aged under 13 to sit for KCPE

THERE are about 20, 000 under age candidates who will sit for this year's Kenya Certificate for Primary Examination.
Kenya National Examination Council Secretary, Paul Wasanga said although there are guidelines on the required age for one to register for KCPE, the condition will not be strictly be followed this year.
“We are yet to embark on a an awareness campaign telling stakeholders and mainly parents the need to ensure that children join Class One at the right age,” Wasanga told The Star.
He said the standard age for one to sit for KCPE exams is 13 or 14 years based on the assumption that children start Class one at six years of age. However, the 20,000 children who will be sitting this year's exam will be tween 11 and 12 years old.
KCPE examinations start on November 12-14 with 844,475 candidates in 23,819 examination centres.
Wasanga responded to complaints by some head teachers and county directors of education who have threatened the under age candidates and assured parents that their children will sit the exams.
He said: “The awareness campaign will start soon with with an objective to come up with a law on the required age for one to sit KCPE expected to be ready in the year 2015.”
Wasanga said we need to have a uniformity of age for candidates sitting KCPE, because having younger candidates brings problems later to these children.
The problems include failure to secure university loans, inability to get National IDs and employment due to the fact that but the time they finish school, they are still below the age of maturity which is 18 years.
The required age for a child to join Class One is six, while pre-primary admission starts is between zero and 4/5 years.
KNEC has also announced that all candidates registration for 2014 exams will start in November this year.
“Registration at this point means keying in the candidates’ bio data. Registration fees will continue to be paid between January and March of the year of examination as has been the case before,” Wasanga clarified and added that this is part of a plan to deal with under age candidates.
While it remains a proposal, Part IV of the Basic Education Act on Free and Compulsory Basic Education has Section 32 (2) which states: “A school or person responsible for admission shall not discriminate against any child seeking admission on any ground, including race sex, ethnic or social origin colour, age, disability religion, language or culture.”
Some of the children who are underage have either jumped classes because they are bright and would otherwise be bored.
Wasanga says rushing such children through would require the country to have special talent academies for the gifted, “which only exists in Israel or the USA.”
Such academies target the youth from the entire country who have shown exceptional talent potential.
In Israel, these gifted children are nurtured to become extraordinary performers and/or producers of ideas in their chosen field of specialization.
For over age candidates who register for KCPE, Wasanga said: “This is not a challenge.”
Kenya National Association of Parents Secretary General Musau Ndunda said he had also received complaints from parents who fear that their under age children will not be allowed to sit for KCPE.
“Parents say the message has been communicated by County Directors from the Ministry of Education,” Ndunda said and added that Wasanga said it is still a proposal.

Students to get KCPE exam results instantly

Plans are afoot to have class eight candidates write their national examinations online and have their results as soon as they complete the exercise. Kenya National Examinations Council (Knec) chief executive Paul Wasanga said the idea will be piloted next year with 1,000 pupils across the country. He also announced that primary school head teachers will print out their pupils official results slips at school and rubber stamp them before issuance. “We want to enhance accountability in examinations and also make the exercise smooth and efficient by embracing Information Communication Technology ( ICT) in administering examinations,” said Wasanga. He said the two exercises will ride on the primary schools ICT programme, which will be launched next year. “As the laptops for schools programme launches next year in January so will this exercise gain momentum because the infrastructure will be in place,” he said. He said some 844,475 pupils will sit this year’s Kenya Certificate of Primary Education (KCPE) in examination 23,819 centres. About 900 pupils from South Sudan will write KCPE this year as well. The primary examinations take three days. Another 449,246 students will seat this year’s Kenya Certificate of Secondary Education (KCSE) in 7,606 centres. biometric registration Wasanga said KCPE will officially start on November 12, with candidates’ rehearsal scheduled a day before. KCSE has been planned to start on October 22 and is slated to end on November 15. The examination will take18 days. The revelations come only days after Wasanga said the council would pilot biometric registration of candidates to check examination malpractice. He said candidates will register their fingerprints before entering examination rooms to eliminate impersonation.

4.0 INSTRUCTIONS AND GUIDELINES TO SUPERVISORS, TEACHERS AND CANDIDATES
4.1 INSTRUCTIONS TO SUPERVISORS AND INVIGILATORS
Supervisors and invigilators should call the attention of candidates to the Instructions/Guidelines and adhere to them. They should also
ensure that they have written their correct names, index numbers and shaded correctly.
4.2 INSTRUCTIONS TO THE TEACHERS
TEACHERS are advised to ensure that candidates clearly understand the instructions given below and are aware of the penalties for
examination irregularities or misconduct. Candidates are required to follow these instructions carefully.
4.3 INSTRUCTIONS TO CANDIDATES
4.3.1 Avail yourself for frisking outside the examination room and be seated at your desk/table 15 minutes before the time fixed for the
paper. Morning sessions will start at 8.30 a.m.
4.3.2 A candidate who arrives late will be required to give a satisfactory reason to the Supervisor. Only in exceptional circumstances
will a paper be given to any candidate who is more than half an hour late. Punctuality should be observed for all papers.
4.3.3 As soon as notice is given to stop, check to ensure that your name and index number have been written and crossed correctly
on the answer sheet.
4.3.4 Check to ensure that each page of your question paper is printed.
4.3.5 Withdrawal from the examination should have been notified to the KNEC before 15th May 2013.
4.4 CAUTION TO THE CANDIDATES
4.4.1 You are not allowed to leave the examination room before the end of the period allocated to the paper except with special
permission from the Supervisor. NO CANDIDATE SO PERMITTED TO LEAVE MAY TAKE A QUESTION PAPER OR ANSWER
SHEET/SCRIPT OUT OF THE EXAMINATION ROOM.
4.4.2 Do not leave a sheet of paper you have written on or your answers in such a position that another candidate can read them. You
should not give or obtain unfair assistance, or attempt to do so, whether by copying or in any other way, and your work should not
show proof of such unfair assistance.
4.4.3 No communication whatsoever in whatever manner between candidates or with outsiders is allowed during the examination.
4.4.4 You are not allowed to have in your possession or in your proximity while in the examination room, any book, notes, papers or any
other materials whatsoever except the correct question papers and any materials expressly authorized by the Kenya National
Examinations Council.
4.4.5 You must return immediately to the Supervisor any question paper that has smudges, has errors or is badly printed.
4.4.6 You must not take any used or unused writing paper out of the examination room. Any rough work must be done on the official
question paper, if not to be submitted with the answers, must be left on the desk to be collected by the Supervisor and destroyed.
4.4.7 Any misconduct or causing of disturbance in or near the examination room will be treated as an examination irregularity.
4.4.8 Note that cell phones or any other electronic communication device are prohibited in examination centres. Any candidate caught
in possession of a cell phone/any other electronic communication device will have his/her results cancelled.
4.5 PENALTY FOR EXAMINATION IRREGULARITIES
4.5.1 The KNEC Act 2012 rules and regulations, offences and penalties stated in sections 27 to 40 for cases of examination
irregularities will apply. Some of the highlights in these sections state that:
4.5.1.1 A candidate who commits an examination irregularity in any paper will have the results for the WHOLE SUBJECT
cancelled. Such a candidate will not be entitled to a result for the subject. This will be reflected as (00).
4.5.1.2 If there is evidence of wide-spread irregularities in any examination centre, the examination results for the whole centre will
be cancelled.
4.5.1.3 Any person who:-
a) gains access to examination material and knowingly reveals the contents, whether orally or in writing, to an unauthorized
party, whether a candidate or not, will be in violation of section 27 of the Act and the penalty will be imprisonment for a term
not exceeding ten years, or a fine not exceeding two million shillings or both;
b) willfully and maliciously damages examination material will be in violation of section 30 and the penalty will be imprisonment
for a term not exceeding two years or a fine not exceeding five million shillings or both;
c) is not registered to take a KNEC examination but, with intent to impersonate, presents or attempts to present himself to take
the part of an enrolled candidate, shall be guilty of an offence and liable to imprisonment for a term not exceeding one year
or a fine not exceeding two million shillings or both and shall be prohibited from taking an examination conducted by or on
behalf of the Council for a period of three years.
4.5.2 Please ensure that you do not commit any examination irregularity to avoid having your results cancelled.
